In addition to his normal duties as the First Hierarch of ROCOR, His Eminence, Archbishop Hilarion, also oversees all Western Rite Parishes.  In 2010, the Synod confirmed that all Western Rite communities are directly under the Metropolitan; not under the local ROCOR Bishops.  This was also confirmed by the Sobor of Bishops in 2011.

Appointed by His Eminence, Archbishop Hilarion, as the Vicar Bishop for all of Western Rite Parishes in ROCOR.  This was also confirmed by all the other bishops at the May Sobor of Bishops in 2011.
